You have some problems here:

1st: General is not RP
2nd: What you suggest is criminal in many nations

Quite obviously many of us only want to play this game, and we've done so without any organisation of any forum, we've survived well enough being on our own or in the small groups in which we play.
So why bother with a monarchy or any other form of structure that will upset some players because they'd not wish to be pushed around by someone higher up some chain of command???

The whole thing seems a little ludicrous to me...
