I doubt it. I think it was made as a "response" to the growing Western culture. I recall that at the time Brezhnev wanted the USSR to look as advanced as the US.
Remember, when this was made, MTV was BRAND NEW, and production values were low and primitive. There were no video toasters, let alone the SGIs and stuff we have now.
Movies like "Clash of the Titans" were still being made....
