A companion and I are trying to create a new breed of fascism. We have come up with a rough idea:
Make ones nation so powerful that it has the ability to pit other nations against each other. Then ones nation can take advantage of the situation and benefit the people.
As you can see it is basically the underpants gnome stage:
Make a powerful state

Profit

How should law be structured?

What is this for? a game?

Wouldn't the powerful state be the profit?

If we were to help to structure the lawsystem, we would need to know what the lawsystem is trying to accomplish?
