The Mossad has used the same sort of tactics to bring to justice former Nazi's.
Basically the US was afraid that if they told the Italians about there plans that they would pick him up first and not turn him over. Every country has done it at some point in time.

Funny. We respect Pakistan's sovereignty too much to go in and get Osama bin Laden, but we don't respect Italy's sovereignty to the point that we'll send in a 13 man kidnapping squad to get some relativly obscure potential terrorist.
