I find it ironic that capitalism was causing the rumoured 'shortage' of drugs in Canada. Usually, the anti-national health care people say socialism is what causes shortages.

Good. Maybe there will finally be some pressure on the US legislators to fix their own problems instead of having us subsidize their healthcare for them.
The US legislature fix something like healthcare? If they actually do, I'll die of a heart attack. They've been trying to fix healthcare for years but both sides reject eachother or block eachother. Its quite funny in how they do it too.

These distributors benefit from a loophole in the provincial law. Pharmacists have less restrictions there, when compared to all other provinces.
I think there are loopholes in two other provinces' legislations: BC and Alberta, but I'm not sure. I've read that this industry is almost "100% Manitoba".

Since they are only blocking bulk sales of drugs that are becoming short in supply it doesn't really end the internet sales business.
The whole thing seems to be a framework for regulations and standards concerning the industry.

Well in this case it is not really a health care thing. It is a drug company thing and hopefully it will prod congress into undoing some of the things clinton did to run off all the manufacturers.

I believe the issue here was that the drug companies charge Americans a lot more for the same product simply because they can. As a result of lower Canadian prices, many Americans are ordering drugs in bulk from online Canadian pharmacies. The drug companies are calling foul, and even threatened to arrange things so that Canada would find itself in short supply of needed medications if things didn't change. The Federal Government was being called upon to close up the loopholes that were allowing Canadian pharmacists to fill prescriptions from the U.S. by getting a Canadian doctor to "co-sign" the prescription of the U.S. doctor. Why any Canadian doctor would sign off on a prescription without ever seeing the patient is a separate question.
Anyway, as a result of this whole mess politicians on both sides of the border plus a number of special interest groups and corporate entities have been jockeying back and forth and the upshot is that the party is over for U.S. access to cheaper Canadian supplies (at least via online bulk buying).
