Who do you believe was quoted with saying this....

Ted Kennedy sounds like he made it. He's always bashing Bush and loving Europe (even before he was "accidently" added to the no-fly list! :)).

Na, it's gotta be Bush. It's something hypocritical and contradictory:). The kind of thing you expect politicans in power to say...the one thing, while they do the other.

It appears to be in the present and future tenses, meaning it's modern (everything is present tense except the second sentence, which is future because of "beginning"). There are no past tense tip-off words in it that I can find.

No, it means it was modern when it was said. It could be from 1996, talking about Clinton's second term for all we know.
