If it was on me, I would have run it under the cold water for a long time. Then you need some antibiotic ointment and a sterile dressing-the ointment as a barrier to protect the damaged tissue and keep the sterile dressing from getting embedded in the wound.
A painkiller. And drink plenty of water.
I would really make an effort to get to a doctor though. How do you know its only a 2nd degree burn, but asking how to take care of it?
Its location and size are another factor.

No need to go to the hospital for a small second degree burn. If it's covering more than four square inches or so you might want to see a doctor, but if it's just a little burn you can run cool water over it, spray it with solarcaine or some other topical anesthetic/antiseptic mixture and cover it with a loose gauze bandage.

I was always like that too. I broke my finger a month ago and didnt go to the doctor till two weeks ago. I thought I had set it-he showed my how it really should be set. Now it will heal and I wont have a funny looking arthritic finger.
I have cut glass and metal splinters out of myself. I pulled one of my own wisdom teeth and have wrapped and crazy glued bad cuts and punctures that should have been treated by a doctor.
Looking back now-I should have gone to a doctor.
If you were my son or brother, I'd have you to a doctor.

Do NOT break the blister ( if there is one ). Try to maintain the skin integrity as long as possible to prevent infection. If the blister breaks, make sure you peel away ALL of the dead skin, again to prevent infection.
Once skin integrity is broken, make a salt-water solution, dissolving as much salt into hot water as it will hold. Heat the water to just below boiling and immerse the burned area in the water as soon as you can stand the heat of the water. Hot salt water is the very best way to draw out any infection and speed healing. Repeat until the skin is free of any seeping and/or infection.
EDIT: I've treated more burns than I care to remember.

i have burn cream
then put that on, i can remember my brother and sister having the same thing (from what you've described, a few blisters and stuff) from the sun, my mum just ran their arms under the cold tap for 10 minutes, wrapped them up in a damp cloth until she got some burn cream then she carefully covered the burns with that and she's a nurse so she pretty much knows what she's doing, be careful not to pop the blister though!

In my less intelligent youth, I was using a chainsaw while wearing shorts-I finished cutting, shut it off and carelessly allowed the muffler to touch my leg. I had a blister the size of a wallet, which I promptly popped. It hurt twice as much for twice as long once that blister was drained.

Seriously, that advice I posted has been proven time and time again to work. I was a US Army Medic ( and a nationally certified Emergency Medical Technician ) for a mercifully brief time and used that treatment on minor burns to great effect. I also used it to treat the minor burns and abrasions my ex and my children got over the years.

That's bad advice. Chili powder isn't very irritating and it's not septic enough. I suggest a paste made from dried habanero pepper powder and septic tank overflow water.

I had a bad 2nd degree burn last year (to my foot -- don't ask!)
OK, here are my advices. I'm not a doctor. Please don't rely too much on this post. It's your own life after all.
A 2nd degree burn takes long to heal. Weeks. Months.
Expect it to be a long and painful process, especially if the burn is at a joint or friction area.
You need to bath your burned area in lukewarm water once or twice a day, to clean it and dry it. Add a spoonful of baking soda OR coarse table salt in the water. AVOID HOT WATER. It would make things worse.
Don't use bleach, peroxyde, alcohol, soap or other cleaning products. They actually slow down the healing process.
As soon as dead skin starts peeling off, try to gently cut it away. Don't tear it away, and don't remove too much skin at a time. If you keep the dead skin too long, though, your burn will be infection-prone.
Non-ruptured blisters can be kept as-is for a while. Just make sure no infection develops inside it. If there is a sign of infection, cut the blister open, clean it and dispose of the dead skin.
You need some neutral cream to put on your burn. They sell such white creams in pharmacies (just ask, I think it contains zinc and silver -- they're quite expensive though) but don't use anything that's too thick or that contains perfume/chemicals/aloes/vitamins. Cover the burn with a loose sterile gauze pad and tape it. Let the burn area dry before you apply the cream and the gauze.
Eventually, the skin will fall off and the area will be very vulnerable. Don't touch it. Clean it well. Don't take showers, and avoid hot water. If it's swelled or if there is yellow or green pus, go to the hospital.
Skin will start growing from the outside of the burn after 2 weeks. Sometimes, it takes 2-3 tries for the skin to take hold; this thin, fragile skin dies easily. Don't worry. Your body knows how to heal.
If the burned area is larger than a 2 square inches, you might need medical supervision and maybe a skin graft (especially if there is a "deep 2nd degree" or a 3rd degree area in the middle of the burn).

i think running water is fine as long is it isn't running too fast

I'm guessing since it was burned on a toaster, it is pretty small, so no real need for medical care.
