From a voter's point of view rule number 7 in Make up of Parliament (and partly in number 5)
"A party may change their delegates as required."
is a bit worrying although I vote for a party and not an individual.
This rule might bring some order into parliament but will as a side effect be a cause to uprising within parties. This rule is delegating problems from parliament to the parties.
Fully democratic parties with open membership could be prone for short term coupes. When I vote I vote for the manifesto, but a party can change direction and manifesto during a period. By securing the positions of individual MP's I have a greater security that my vote will be respected during the period for which I have given my vote. A parliament should in first hand protect my vote and in second hand the party.
A better solution is, as in every other parliament I can think of,
7. If an MP resigns from parliament the seat is replaced by a delegate chosen from the party who won that seat at the last election.
Rule number 5 in Make up of the Parliament should be replaced by
5. Any delegate is free to resign from their seat in parliament.
resigning should include NS-inactivity and rule breaking (although there is yet no NS-court) but none of the previously mentioned possibilities under point 5.
Otherwise a very interesting initiative.
