At first I thought that Bert was just deep undercover, but pictures of him have turned up at so many historical events that there is only one explanation. Bert is a Timelord, and either a future regeneration of the Doctor who has turned evil due to the fact that he regenerated as a Muppet, or, more likely The Master, who stalks that dark place between life and unlife as an animated puppet. Beware!

I'm torn. Someone who names there nation after one of the evilist ideas in the world (Kawaii), would be well represented by Evil Bert. On the otherhand, you should know your evilness really, so you'd know if Bert really was evil - and you say he isn't. On the thirdhand, you cound be lying....
