OBL is Saudi himself and has a lot oh Wahabbi supporters in Saudi Arabia. By staying at the Haram, he is easily available to his followers and safe from both US and Saudi security forces.

The Saud family can't do shit, since they would face a rebellion if they defiled the Haram by sending in troops.

The US won't go there, because the trade-off for catching OBL will be the complete alienation of every single muslim in the world, if they defile the Haram. This runs counter to the current administrations declared policy of 'winning their hearts and minds' and would undo everything accomplished in Iraq.

This is not my theory, I got it from some US intelligence analyst who appeared on in a french documentary aired on danish television. IMO this theory seems very plausible.
