Well, kinda. You can make a very serviceable (but amusingly inefficient) animation using 'artpad'.

Yes, I know the makers of the site have an 'artsy-fartsy' attitude, but that's unimportant and not something that bothers me anyway. All that I'd like is for you to share an animation about your nation with us here!
