Your flag must be:
1. in JPEG (.jpg) format
2. about 107x71 pixels in size

There's a resized picture in 107x71 pixels, which they say on the upload a flag page...but that may be innaccurate, it says it has to be in .jpg but you can also use .gif. It's still readable and it will look bigger when you use it as your flag. I like it.
Just left-click Save Picture As if you'd want to use it.

A nation in my region has a flag that is 280x160. You can get away with bigger then that, I'll bet.
You can make a rather large flag, so long as it's within the file size limits (under 12kb, I think).

AFAIK, the file size (in kb) is more important to what the server will accept than pixel dimensions...
