We've all had it happen. You go to a site and all of a sudden your computer's full of spyware and viruses. It's hard to prosecute the people who sabotage your computer because they often operate in foreign countries that don't recognize what they do as a crime.
Here's where the UN comes in. They could pass a resolution that any nation harboring the scum who create viruses and spyware is subject to sanctions including trade embargo. No nation wants to take the risk that the US will enforce a UN resolution, especially over some idiot who maliciously ruins computers, so they'll make it illegal and prosecute those who are guilty.
