The further a ruler geopolitically is from the citizens he/she is governing, the less likely that the ruler really cares about those people, or the issues affecting them.

i agree (supposing that i understand what you mean by geopolitically)
but that is not always a bad thing. disinterest can mean that he can be an impartial judge of things.

Ah, but disinterest can mean that he'll choose the wrong decicion because he doesn't really care what happens to his people.

Good question, though call though. I really think a lot of it has to do with the type of person the ruler is, some people would try and do what is best for everyone, even those they don't empathise with directly. While others simply lack that compassion for everyone.
However, saying that, a person's background will also affect their priorities. A ruler who grew up poor would be more motivated to help the poor. Where as a ruler that grew up wealthy may hold the need to help the poor lower on their list of priorities. It's no so much about the level of 'caring' but the amount of information [through personal experience] they have.

or it might mean that, if he wants to be a good leader, he wont make the wrong choice because he has some personal stake in the whole thing.
conflict of interest is a powerful incentive to prefer one solution over another
Nice set-up for a later argument SP! Getting some numbers down even from hardcore supporters of an organization we all know of. Maybe you should have made the votes public to further be able to poiint out a persons choice later. ;)

I don't agree. Though I certainly understand how one would reach such a statement. It is hard for anyone to empathise with someone they don't know who lives (possibly) thousands of miles away.
Unsurprising, I think that no (or close to no) leader really cares about the people they are governing. And if anything, the amount a leader cares is more dependant on the system more than anything else.

I don't think the UN should be a world government, I think if the need for a world government ever becomes apparent, and providing the politicians don't ignore the need, they should set up a new body so it can operate under rules that were set for it and with the knowledge gained from analysis of the UN's errors and weaknesses. The UN however still serves an important role in today's world and should continue to do so, it is a forum for international dialogue.
