How do you attach vertices to a mesh? Right now the vertices, no matter what I do, are still being tagged as isolated.

Those four red vertices are what I want attached to the red mesh so that I can edit the elevation, etc., like this:

Not that exact shape, but the raising (and lowering of the mesh.)
