Probably because he and Rodriguez have a mutual cock admiration society. Although the fact that they were making Frank Miller's graphic novels essentially as they were drawn and written certainly counts as an unforseen extenuating circumstance.

I would agrue that the CGI is a crap load different in Sin City to the movie the quote is about (Matrix Trilogy)
The CGI in Sin City is atmospheric, it was not necessary for the movies' plot. They could have shooted the movie as all live-action (Not sure if right term), but looks cooler like this.
