My class has received an assignment to observe a country we've studied, and using it's circumstances, create a government for "a country in similar circumstances"- it was a compromise our teacher suggested to us- that would make us integrate what we have learned about certain countries this year, into a "create a country" project that we all really wanted to do.
So I chose China and am trying to create a government for it. I want it to be creative (new ideas that haven't really been seen before) and to respond to needs that a Chinese government would face. We are allowed a degree of flexibility, so I don't have realistically expect that a transition to this kind of government would ever happen. But still, I want my design for government to be creative, and at least somewhat viable. So here are my ideas-

The transition of our country from an authoritarian system to a
democratic one can not afford to be messy, it can not afford to force new dependencies and systems by wrenching away needed processes. The transition must prove viable and more convenient- and must be embraced because it is more convenient. (just a general observation)
The new system to be implemented in the country will involve, two branches of government-legislative and judicial.
Giving a massive country of 1.5 billion people the rights to openly disagree and organize against one another based on political divisions could have very damaging effects on the country's stability. So it is crucial to recognize the need for a government that is still strongly centralized.
Party Structure-
There are three major parties:
1. The Social Party- which promotes social programs and government
intervention where markets and common sense fall short of making the best
decisions.
2. The Minimalist Party- which promotes minimal government, and individual
freedom, as well as financial freedom so citizens may make more decisions as
to how to spend their money.
3. The Unionist Party- which is a centerist party that favors high
government intervention for the stability and security of the country.
Other parties with minor toeholds are the Green Party, the Libertarian Party, and the Respect Party.
The legislative branch will be a three-house branch, that yeilds
representation according to three major political (divisions):
1. The Common House- which represents based on the population of certain regions. 125 seats.
2. The Homeland House- which represents regions, gives all regions an equal amount of representatives regardless of population. 35 seats.
3. The Executive House- which is not associated with region, but ideology. Citizens vote for a party and its selected leader, and the officers are delegated to the parties according to percentage of the vote they capture. 40 seats.
Our country will need a strong and centralized government, and having small legislative houses helps with this goal.
National Elections-
- All ballots have an "abstain" option.
- In the Common House and the Homeland House elections are done by the
first-past-the-post system, in a two-tiered "runoff vote" method. Citizens
select their first choice cantidate, then their second choice cantidate. If
their first choice cantidate has the lowest vote total, they are eliminated,
the vote goes to their second choice cantidate. This allows citizens to vote
for fourth party cantidates, without depriving support fro the more likely
contender whom they favor.
- In the Executive House voters do not choose cantidates, but parties.
Parties typically choose a figurehead leader to represent them as they
campaign for the Executive House. The Executive House offices are then
proportionally divided among parties, and the parties may select their
office holders by whatever means they choose- most likely primaries.
- The Judicial Branch is nominated within the Executive House, and then
approved of by the Common and Homeland houses. Appointees hold positions for life.
Taxation-
The tax system is voluntary- the government has services available, and
implement taxes on income, depending on what services the citizens select.
Certain taxes, such as the tax that pays for defense, are mandatory.
Environment-
The environment is looked at as private property. However air and water are
a part of the environment that can not be seperated into portions owned
specifically by one person or the next person, thus by law people
collectively own the air and water, and are obliged by law not to pollute
it. Any company or person who contaminates these two parts of the
environment are compelled by law to undo it. For example, if a coal company
releases 500 tons of CO2 into the atmosphere, it must also filter 500 tons
of CO2 from the atmosphere. This stops pollution from being profitable.

Those are some of my ideas so far. Feel free to tear holes in my ideas and challenge me to repair them, and if you have any creative ideas of your own, let me know! I don't want to just re-tread all the 200 year old ideas of what a democracy should be, I want to throw some new ideas and new angles on this.
And if you have any questions about something that seems confusing that I need to clarify, ask about that as well.
