We must save the Whales

Person X has a gang, the Sharks. Another person, Person Y, has a much smaller gang, the Whales, on the other side of town. Person Y often beats his gang for disagreeing with them and is a world class asshole. Person X feels morally obligated to stop it even though the two have rarely come in contact. What should Person X do?
Perhaps leave the gang and get a life.
