well actually the Tories will take advantage of economic growth so cut the percentage of people's money taken as tax, but as the amount of money being collected, thanks to a growing economy, is increaing no money is cut from public services, simply no more is being added. This will result in Tax-cuts (as a percentage of money taken as income) but not taking money away from public services.
