Ahh, but Dredd was cloned from a top judge, artificially aged to 5 and then spent 15 years in training to become a judge in the toughest city in the World, where he has survived for 40 years. He has no life outside of the Law.
In other words, he's also been trained to kill from birth.
My money's on Dredd. Soldiers just know how to kill, but JD knows how to win. A soldier usually has a code of honour, but Dredd's not above shooting someone in the back, unarmed, or incapacitated. Or even nuking a whole city just to kill a person.
