I think you should practice anatomy before you try to draw anything in anime style. It's been said a thousand times: every artist that draws that stuff learned to draw realistically before they ever touched the style.
I suggest you read this book (http://d538518.u320.bigcrawler.com/FigureDrawing/figure.htm) and pratice from it every day until you become proficent at every type of sketch in there. Then practice some more. Then you can think about drawing anime. While you're at it, check out the rest of his books at http://www.saveloomis.org/.

Practising Life-Drawing is the be-all and end-all for learning to draw. Skip the books and go straight to the source if you can. There may be life-drawing groups you can join for not to much ca$h. The best are found in art colloeges and the unversities, and in big cities, but they're alll over the place. There may be no formal instruction with the private Life-Drawing sessions, but there are usually several very accomplished artists (in talent and skill, not fame) who are part of such groups and they do tend to share their knowledge pretty freely.
The only things books can show you is how to draw a person like another person draws them. (ie: the author)
