influence wasn;t the word i was looking for... i'm so tired right now :p
influence as in the amount of control or regulation the government has over people's lives, as mirrored by the 'left/right' scale of economic influence - 'interference' in the market

so the top is authoritarian, which means the government excersises control over people's lives, making people go to church for example. or having compulsory education (kinda)
bottom is libertarian, whereby the government lets people do pretty much what they want (at the extreme)
