GTA Mission Pack London 1969.
Of course, VC wasn't that bad, either, but London 1969... there isn't a GTA-setting that could top this, despite the "freedom" of the 3D episodes.
My favourite G is one at morning, two during day and three or more G's at evening.

vice city was probably best and favourite (haven't played san andreas yet) but i probably enjoyed gta 2 the most
I loved the GTA London mission-pack, because I was never really big on GTA until it. And I just loved 2 when I got it. I spent hours on it sparking the military and stealing tanks for rampages ... heh. I wasn't very big on 3 though, because if you weren't careful you could accidentally skip missions ... I don't think that could happen in VC though, and I loved the locations in VC as well as the increased mobility.
My all-time favourite has to be San Andreas though. Its so freeking big and the detail is so exact. And I like how the 3D controls are more developed now making it smoother to aim. Along with the ability to have gang memebers support you, etc. And all the other little features, like the drug dealers, random NPC police chasers etc.
* Actually, that and the game has a really strong anti-drugs message in it. E.g. CJ cannot say yes when a dealer asks him if he wants to buy some. select yes and he'll still say no. And you'll note when drugs do turn up, they have a tendancy to get burnt ... or their place of manufacture exploded, heh. Not to mention his ( CJ ) reactions in scripted dialogue.
( And the radio dialogue is the best yet ! )

San Andreas and Vice City are two almost completely different games... although the objective is pretty much the same... and I just preferred Vice City.
My San Andreas only has 49 Oysters!!! I'm stuck on 98.5% Completion!!!

the first ones were brilliant, but then part 3 came and it was gay, i was really sceptical about the next 3d one, but that one proved to be one of the coolest games i played in years. vice city had this 'feel-good' experience.
maybe san andreas is better but i didnt play that one more than a few hours yet...

I gotta say you are right about the Vice City 'feel good' factor. Esp when you get Lance! Its moments like when you complete a massive jump over one of the rivers away from police or something with the sun going down and some proper cheesy 80's music playing, it just screams 'Cool'.
I haven't played San Andreas yet (is it out for the PC yet?) but I can't wait to get my hands on it...
I much prefered 3 over VC, simply because I think Liberty City is much more gritty and real than the commercialized piece of crap in VC.
That, and a lot of times in VC (somehow always while on a motorcycle while being chased by the FBI), the glare from the sun would completely obscure all vision whatsoever, leading me to fly face-first into a wall after swerving into oncoming traffic cause I couldn't see the road curving ahead of me.
They fixed the glare problem for the most part in SA, which is an AMAZING game in every sense...but I still have to go with 3 just beacause I prefer a Mob plot over a Street Gang plot or an 80's themed plot.

If they ever bring out one that takes place in Hong Kong, Shabghai or Tokyo it'll be my favorite one.
I think they were almost all pretty poor actually. After the first one there was no originality. Just walk and shoot. And- ooooh! Look!3D graphics! MUST FLOCK TO GAMES SHOP AND BUY UNORIGINAL GAME!
The first one was the only good one. And it rocked. But now it's devalued due to poor sequels.
EDIT:And as for SA, the graphics are overrated. MWAHAHAHA!
