My favourite soundtracks for the creation of mindless (mostly teenage) hordes:
Anything by:
1) Britney Spears
2) Eminem
3) Limp Bizkit
4) Blink 182
5) Linkin Park
6) Justin Timberlake
7) Avril Lavigne
8) 50 cent
All these have been proven as particulariluy effective in the creation of mindless, screaming hordes, willing to buy anything they are told to. The resultant zombie hordes will even buy their own uniforms, all exactly alike. They will over-run shopping malls, high schools, college dorms and any crapulent bar stupid enough let them through the door.
Any early-70's dinosaur Rock will do fine.
Don't forget the mind destroying horror that is Michael Bolton.

Rod Stewart would summon the tasteless, middle-aged zombie hordes. They're not particularly dangerous, but they're just so damn annoying.

At first I took your topic literally, and was thinking "Hmmm ... what music do I have that would most appeal to real zombies?"
The answer, England's VNV Nation (http://www.vnvnation.com/). While I like VNV Nation, I'm most annoyed by the amount of attention and club play they got in the late 1990s, and by the fact that people are quick to call it "industrial" music, when the artists themselves describe it as "future pop" (i.e. synthpop).
