I don't know if it's fair to call the clerks stupid. There are an awful lot of people these days who have never seen a $2 bill. And certainly not several of them in one place. I think things got a little out of hand when they took him into custody, but the clerks were dealing with an unfamiliar situation.
Why is he dumb? The money was legitimate.
I think he means that the store clercs are stupid..and they are, when i started work in a store, the owner explained how to recognize fake and real money, and which values bills come in.

As much as I hate to bash the police, I have to agree. It is so easy to spot a counterfeit. I've never heard of a station or bank that doesn't have one of those pens. And even if they were doubtful about that, they should have just called the bank. Unfortunately it sounds to me like a bunch of small town cops who got over-excited about something other than a drunk or a speeding ticket.

Ah yes, 9/11, the ultimate American cop-out. Mention 9/11 and it's your universal one-size-fits-all excuse for all sorts of stupidity, tyranny and oppression (or combinations thereof, as in this case). Exactly what, pray tell, does a middle-aged non-Arabic man trying to pay off a Best Buy installation fee, even if he was using counterfeit bills, got to do with large-scale terrorist attacks, except in Mr. Toohey's clearly imbalanced mind?
The sad thing is, a lot of people in America will choke down that excuse - arresting and locking up people for paying with legal, if slightly rare, currency? Sorry, could have been a terrorist incident. Yeah, real sanity there. Mr. Toohey and friends need to wake up and realise that not everything in the world is a terrorist attack - if international terrorists want to harm the United States again, they will not do it by paying for Best Buy installations with $2 bills then sniggering behind their backs. Soccer-Mom America, please, for the good of my sanity, stop using the Universal 9/11 Cop-Out as an excuse to be dipshits.

No, the guy (paying with $2 bills) is still the idiot of the story.
He knows the bills are uncommon. He chose to pay his fee with those bills, when he could have used any others. Seems to me he was trying to confuse the clerks.
I've never seen an American $2 bill. Even up here in Canada the $2 bill has been phased out - I'm not sure my little sister has ever seen a $2 bill. If you've never seen a bill like this; no one else has seen a bill like this; the guy has a wad of them; and the ink smears; I think the clerks did the right thing calling the police.
And the police didn't arrest him right away. There's a quote in the article - "We have to do this until we get is straightened out". I give those officers A+ grades for erring on the side of caution. What if the guy was trying to pass counterfeit bills? We should let him go and try to catch him later?
Calling in the Secret Service when they could have called the bank might have been extreme, but they are the guys who guard the mint, are they not? Wouldn't that make them experts?
I say, that moron should get what he deserves. He threw a little temper tantrum and decided to try and give people a headache, and it blew up in his face. Next time he should just pay the fee - which he doesn't seem to dispute - and move on with life.

legal tender will always be legal tender. it is the responsibility of the store manager to make sure all of the casheirs know all the denominations of american currency. it should be the corporations policy that the managers tell there employees of all the denominations of american currency.
it doesnt matter if someone hasnt seen a 2 dollar bill, if your sole occupation is the exchange of money and goods, shouldnt you know that two dollar bills are legal tender?
