It just means that they aren't going to draft you into the Corps of Engineers.

does being really good at tetris and pacman disqualify you? i mean that has to be an essential homeland service.
I hate my friends. I just found out that being bad at pong doesn't disqualify you from the navy. The tetris one was at least hard to believe, but the pong one made sense...
