So when Generals make their decisions, during the Battle, to re-assign resources in reaction to the Battle; what is that called?

Unless it's a massive, protracted battle, the time for strategy is long past. Usually what happens in a case like that is a higher level commander will shift field forces to assist threatened units, or perhaps comitt the reserve reaction force if there is one. That's still tactics.
