Headline: ‘Broken’ force: Reserves unable to fulfill missions, general says
Hampered by misguided policies and practices, the Army Reserve is “degenerating into a ‘broken’ force,” unable to fulfill its missions in Iraq and Afghanistan or to regenerate its forces for future missions, according to its most senior general (Lt. Gen. James R. Helmly)

Lt. Gen. James R. Helmly’s memo to the Army chief of staff. (http://www.armytimes.com/content/editorial/pdf/010705mt_reserves_broken.pdf)

The guy calls for eliminating the volunteer call up. His opinion is not that the Reserve's are broken, but that polices surrounding how it is activated creates a broken force. I think he's right. If you sign up for the reserves you already volunteered.
