What could a cop do in a situation like this?

Okay, in The Incredibles (Phenominal movie) there's one scene where Mr. Incredible and Frozone are in a jewelry store and the police think they're robbing it. A cop runs in, gun drawn, and commands them to Freeze. Now, they've just left a fire so Frozone is out of water to use to freeze stuff and he sees a water cooler next to him, he reaches out, picks up a cup, and gets a drink. The cop keeps yelling for him to freeze but doesn't really do anything to stop Frozone from drinking. Now, if this was real life, what could the cop have done?

Now, he would need to stop the guy drinking. There could be a gun behind the water cooler that the criminal is reaching for, the criminal might be planning on throwing the water at the cop and then making a run for it, etc. letting him reach out and drink isn't a smart thing. But what could you do? Shooting him is out, I don't think drinking is a shooting-worthy offence. It was just one cop (and two people) so he couldn't handcuff him since to do so would let the other guy just run off, etc.

What could have been done?

shoot the faucet of the water cooler.

that way, you have removed the means of getting the drink, and the robber has no alternative but to put his hands back up (he can't even pretend to be reaching for a drink if the faucet handle has been shot off)

taser him? actually I have no idea how tasers work, and if they can be shot from long range or need diract contact, but they aren't lethal.

Tasers are short range, and fire an electricaly charged dart. It hurt like hell, but it doesn't kill. Paralyes for a while. Doubt the officer would be carrying one around with him, unless he knew he would need it.

As I said in the opening post, I'm pretty sure that somebody getting a drink of water isn't enough of a reason to shoot somebody.

Well, remember in the movie he was a black man. So that would probably give the cop all the reason he needs for justifiable force in shooting him.
Especially if they're in LA. Or any of the Southern states.

As I said in the opening post, I'm pretty sure that somebody getting a drink of water isn't enough of a reason to shoot somebody.

He moved after the "freeze". Any movement after that could be construed as hostile. (I'm sure he could wait for the drink).

A lone cop confronted by two men, one of whom is acting against direct calls to stop? Probably start praying a little; move away from the pair to get a safe distance away in case the big guy moves suddenly, brace the gun and attempt to reassert control verbally. You'd have to be very prepared to shoot in that situation, because things were obviously moving to a head quickly.

If I remember the movie correctly, Frozone spits out the water and freezes the cop shortly after/as he fires the gun. The bullet freezes in mid-air. The cop made the right call; waiting to use force until the last possible second, and since people don't typically have Frozone's unique abilities, the cop in real life would have been reaonsably safe.

He doesn't spit, he shoots it out of his hands and the cop shoots after Frozone starts icing (probably as a result of the icing). Just FYI (I've watched that movie like 20 times in the past three days so I can't stop thinking about everything in the tiniest detail)

Cool. Well, my point stands. Cop did the right thing given his circumstances. Frozone did the right thing, considering his circumstances. Jailarity ensues ;)

I think the real question here is how the hell did ice stop a bullet? Even super powered ice would likely be shattered by gunfire.

Cops are given the right to shoot if they feel theres or someone elses life is in immediate danger. A cop might construe someone not answering there calls to keep there hands up as dangerous for them (especially if there reaching for something). I think he could shoot, though it would be somewhere were not as much damage could happen.

Now you are limiting what equipment a cop normaly carries? if so how do you expect a response that makes any sence

I'm not a cop but in that situation I'm retreat and call for backup. There's nothing that I can do in that situation that a SWAT team and survailiance hellicopters can't do better.
But why he has no knoldege of their super powers ... you have two criminals (the backup being called in I can see) but as far as he knows they do not have any wepons in site ... he has the only wepon

You are giving him the ability to call in a swat team but not something as simple as a taser?

Since Frozone is black the cop would shoot him, sprinkle some crack on him and leave.

Of course this is if Mr. Incredible didn't step between the two. After all, he is bulletproof.

Why not shoot behind him, bounce the bullet off a passing car, have it ricochet back into a light, and then hitting Frozone with just enough force to knock him out rather than kill him? As long as we're talking about incredibly unlikely and silly things to do. The cop should have shot him, who knows what the guy was reaching for?

Cops don't generally have Taser's on their person. At least no where I live. They have access to them, but they are not generally on them. A radio however, is always on them. Makes sense to me....

They do in minnesota ... it is a requirement along with most states

Police can shoot if you continue to move and they believe you pose a threat by continuing your course of action.

You don't have to have a lethal weapon in your hands, either. Since something as non-lethal as pepper spray could result in your ability to disarm the policeman, holding something with the potential to disable the policeman is grounds in most states for the policeman to shoot you.

It doesn't matter if the policeman misses a lot - that's why he needs a 15-round magazine. He will continue to pull the trigger until you either drop or he has to change magazines.

A sudden move, after ignoring an order to freeze, would give the cop all the reason he needs to shoot , especially ( sad but true ) if the suspect were black. :(
