i was gonna TG you but i can't be bothered... ;)

i use Corel Photo Paint 10 to do the image. basically, i take the raw image, bump up contrast and saturation, then apply a 'psychadelic' colour filter to it all, blur it, apply a few effects to distort the image in funky cool ways, take a cut out of the person, apply a local contrast equalisation (loads of contrast), ''psychadelic' it, blur it, apply a zoom blur, an effect or two, then apply the same image ontop of itself using different layer layering effects, combine it all together and do some fancy stuff with the text (involving all that again). that's why they're all turning out psychadelic now - i've got this process sorted :D

if you're interested i could knock up a qick gif showing the different layers/stages :)
