So crime in my country is totally unknown, yet i have the highest crime rate per capita?
I've been ranked lowest on everything for so long and I don't know why. :(

Such things are relative. There are only so many possible answers, so a lot of people shall have "totally unknown crime rate"-thingie.
And you should have known this isn't the right place to post this. ;)
