Plan for Mid-East Peace

Judging by the past few decades, there is only one way to get peace between the Israel and the Palestinians: one state. A two state plan is doomed to fail because Israel and Palestine will end up in a war, Israel will end up occupying Palestine again and we are right back where we started.
The Plan:
1) Israel needs to annex the West Bank and Gaza.
2) Grant immediate citzenship to all people living in those areas. There are already Palestinians who live in Israel who serve on the Israeli parliament so this would just be an expansion of that. This would give the Palestinians a real voice because they could elect their own people and end much of the feeling of helplessness that they have now.
3) The land in Gaza and the West Bank needs to be distributed to Palestinians. About 50 years ago some Palestinians had their land taken, so this would be one way to partially make up for that without stealing land from anybody else.
Conditions:
1) The major condition to all of this is that the Palestinians, once they are citizens, must disent through voting, protests, and other peaceful discourse. Anybody who still wants to be a terrorist, should be imprisoned, exiled, or executed.
What does everybody think?

The "West Bank" and Gaza are Israeli territories, they were taken by Jordan and Egypt respectively during the Israeli War of Independence, and re-taken by Israel in the Six Day Way of 1967.
The Palestinians never had their land taken. Palestine was never a country. First it was an Ottoman province, then a British mandate. Britain seperated it into Palestine and Transjordan in 1946. In 1949 they granted Palestine independence, and the new nation named itself the State of Israel.
Israel must not give the "Palestinians" the so-called "Occupied Territories," because doing so would be commiting national suicide. Ninety-percent of Israel's population would be in range of Arab artillery, and there would be no way for Israel to survive another war.

Oh no, my plan doesn't just include Israel, it stretches all over the region! Iran, Saudi, Jordan, Syria, Egypt, you name it! Once we're done with the region, world peace will occur, as if by magic.

Sorry, I was a little unclear. I was talking about individual land ownership. Further, if the situation remains as it is now with groups like Hamas attacking Israeli civilians, Israel would retain the right to revoke Palestinian citizenships and kick every last one of them out of the country. This is would just give them a chance to be peaceful if they really want to.

Hmm...that idea has merit, but I doubt it would be practical. International protests and such. In the US alone, millions of people would protest that Israel was being "mean to the poor Palestinians*" or something
*A girl at my school actually said that.

Do a little genetic engineering on one of the flu viruses. Not to make it lethal, but to make it sterilize human males and human females.
You catch a cold - you get a fever - and your gonads stop working.
It might take quite a while before someone figures it out - and while they're figuring that one out, you alter another one and release it. Every year.
After a while, the planet gets peaceful. From a lack of humans. And, the best part is that my plan doesn't overtly kill anyone.

No. I think the world would gradually go quiet. It would be a rather nice ending, don't you think?
Kind of hard to classify it as a "Weapon of Mass Destruction", since it doesn't kill anyone.
