A higher percentage of eligible Iraqis voted than eligible Americans usually do. I'd say they're making a good start :)

Yes, but when Americans don't vote it is because of apathy.
When Iraqis don't vote it is because:
A) They fear being killed
B) They are protesting since they'll either lose the political power their tribe was accustomed to
C) Because any government they elect would be heavily influenced by a foreign nation and won't be truly representative of Iraqi needs.
So it really isn't a good thing and just might cause a civil war down the road just like what happened in Vietnam or Japan a few centuries back.

So are you saying that it's bad that they're able to choose to vote at all?
Also, you have no way of knowing why some didn't vote, since you arn't one of those people and havn't talked to any of them.
