I've read that report. It concludes that Benon Savan was most certainly in the wrong and discredited the UN.

This report actually is actually highly critical of the UN, but focuses mainly on the Oil-for-food program, as that is what this report is focusing on.
The report does not say that the UN is bad, just that some practices a part of it partook in were improper, and reflected poorly on the organization.

The oil for food program is a good idea. If Saddam was able to cheat that program, then it's obvious there needs to be more safeguards in place to stop things like that from happening.

It does critise the UN, specifically the security council's request to "minimize the cost of the United Nations activities associated with the implemenatation of Resolution 986 (1995) as well as the cost of independent inspection agents and the certified public accountants." ie. it's the security council's fault for being so miserly. Correct me if I'm wrong, but the Security Council is made up of the US, the UK, France, China, Russia and others.
The recomendations made were essentially that the UN should not have cut so many costs when auditing its programs.

the scandel was that simply that Saddam was able to cheat the program, but that he was bribing people, or that people were taking bribes within the UN. Even more important is that those people taking such bribes were largely French and German companies and governmental officals as well as top UN officals.
However, i might remind you, it was the UNITED STATES blamed for the effects sanctions were having on every day Iraqi's bankrupting their society leaving people starving in the streets despite the fact sanctions where imposed by the UN and that corruption was primarily facilitated by the IRAQI, UN and FRENCH officals and buisnessmen.

Americans dont need to try to discredit the UN.. it does that so well on its own. Just look at Rwanda, and Dahfur, Bosnia, even IRAQ... the UN can't even acomplish the primiary goals it was set up for.. stoping genocide. The UN is an antiquated, inefficent body... the travesties of Dahfur and Rwanda has already striped the UN of any credit it once deserved..

I saw a report on the news today that the US knew that Saddam was selling oil to Jordan and, I think it was, Seria and that this amounted to something like 60 to 80 percent more oil sold than was involved in the UN issue. Has anyone else heard this?

This really isn't law breaking, as there is no international good samaritan law, besides which with the corruption already in the program all that would have led to is the evidence of the UN's part in the whole scheme being better hidden.
