What's so great about peace with no freedom? Might as well live in a nice, quiet prison.
Depends on several factors.
First, is this ABSOLUTE freedom we're talking about? If it is, I'd rather have peace - absolute freedom would allow just as many immoral acts(killing other people, cannibalism, theft, slander, arson, etc.) to go unchecked as moral/neutral acts. If it's not absoulte freedom, I'd go for freedom.
However, IMO:
Freedom without peace causes chaos(it's called "anarchy")
Peace without freedom is wasted and boring(The Giver(book, for those that don't know) is a fairly good example of these; the people in it don't have real freedom, but they DO have peace)
So it's rather hard to pick just one.

However: if you're not free to do what you want, you're not at peace. If you're not at peace, you're not truly free.

Fair enough. That's why I put 'mottos' in quotes, because I couldn't think of the right word to describe the phrases. Surely you're not going to deny that the phrase "Life, liberty, and the pursuit of happiness" isn't integral to the American way of life? 'Motto' may not be the correct word to describe it, but the idea is the same.
