Welcome to NationStates. You seem to be new around here.
It is strongly preferred that you add your own commentary or ask a question when posting a link to a source (as opposed to just posting the source without saying anything else), especially if the subject matter is controversial. Just posting something without saying anything, yourself, could be construed as posting things just to provoke emotional reactions (in particular, angry reactions) from other NationStates players, which is the definition of "trolling".
Of course, there is the rare occassion where something is so self-explanatory that nothing needs to be said, so an isolated incident or two isn't going to get you in trouble*. However, if you make a habit of this, you will draw Moderator attention (and that is not usually a good thing).
* ...but that's assuming that whatever source you posted is legitimate, which seems to be in question, here.
