Harlord Shipman's death toll has reached 250! Does this make him the biggest single serial-killer of all time?

There were serial killers in the US who got into the 300s. However not all of the killings could be verified. I think the most prolific team of killers were Otis Toole and Henry Lee Lucas. I think Lucas had the higher count.
