Antarctica rules???

It's messy....many nations claim parts of the Antarctic, yet no one has clearly defined (recognised by all) rights to it. Here's some info on the Antarctic Treaty:

A friend of mine who worked for Raytheon down there said that one of the rules is that you can't go near any of the penguins.

Yes, so if you are planning to take over the Antarctic using an army of penguins, you may have difficulties. Also, I hate to tell you this, but aside from possible mineral deposits, there isn't much there to take over. You might want to reconsider whatever strange, evil plan you are formulating, and get in on the toll-fee-in-Mecca idea:).

I just wanted to know if he ever got the opportunity to kick a penguin, and how far did it fly.

A toll both near Mecca would rock. You would get like series $$$ from it.

Another couple of rules are that all rubbish/trash has to be removed from the continent by the nation that causes it, and that sled dogs are no longer allowed. The last ones were removed from Antarctica a few years ago (I think).

I think also that in the above picture Australia owns the part between New Zealand's bit and Chilies part, I'm fairly sure Australia owns about 50% of Antarctica

No we Aussies don't claim that part of Antarctica, only the chunk either side of the French claim, and we don't own any of it, no-one does. All countries can do is claim a bit, which is why some of the boundries overlap, but I think there was some sort of a treaty that all claiments signed a number of years ago, that prevent anyone proclaiming soverignity over their peice of the Antarctican pie.
