No, Plato was a democrat. In fact, he thought he understood democracy better than the democratic politicians of his day, and thus he was very critical of them... His ideas suggest how to keep democracy healthy.
Unfortunately, too many people take the Republic literally, and too many more interpret Plato through the eyes of the Enlightenment or -- worse -- the Neo-Platonists. To get Plato you really have to read him on his own terms.
