It's funny because the French are far more liberal about what sex is allowed than places like the US.

So it would have to be something pretty heinous, like forcible rape. Just about anything else is allowed.

But it's not a very meaningful statistic. Instead of it meaning that there are huge numbers of sex-offenders, it could be that the numbers for other crimes are low, compared to, say, the US.
Perhaps the French are also far more liberal about drug use, so there are fewer drug-offenders in prison; perhaps the French, having a more socialist-inclined society, are less inclined to imprison people for property-crimes. Either or both would result in the relative percentage of prisoners incarcerated for sex offenses to be higher, without meaning they have more sex offenders.

A per capita evaluation would be more meaningful. For example, suppose, per 100,000 population, the following (hypothetical, I'm not going off to look them up for the example) statistics apply:

The US has 2,500 prisoners --
-- 1,250 for drug offenses (50%)
-- 700 for property crimes (28%)
-- 175 for murder (7%)
-- 375 for sex crimes (15%)

While the France has a hypothetical 1,000 per 100,000 prisoners --
-- 300 for drug offenses (30%)
-- 230 for property crimes (23%)
-- 220 for murder (22%)
-- 250 for sex crimes (25%)

- Now, with statistics like that -- France has a much larger percentage of its prison population incarcerated for sex offenses, while the US has a larger actual number of sex offenders.

The statistic about French sex offender populations could mean they are just like Americans when it comes to engaging in sex offenses, but are exceedingly law-abiding otherwise.

The sort of sexual subjects about which the French are more casual, I would guess, tend to be things like prostitution and public nudity -- that don't usually put people in prison. So I'd imagine the French sex offender population profile of actual crimes is pretty much the same as that of American sex offenders -- possibly with a difference in more Americans jailed for statutory rape, that is, possibly consensual sex with someone slightly underage (in other words, I'm not sure the French would get as worked up about incidents of teachers having sex with teenage students).

So the french have done such a fantastic job eradicating violent crime, drug crime, theft and fraud that a whopping 25% of all the people they have to imprison are sex criminals!

The high percentage of people imprisoned in France for violent crimes is not because France has more violent crime but because in France less people are locked up for minor crimes. In the USA extremely minor crimes often result in grossly disproportionate punishments due to far right agenda of US politicians which targets the poorest in society. In parts of the USA if you commit three minor crimes you can be given a life sentence which is an outrageous punishment, an extreme violation of human rights and certainly doesn't fit the crime. European countries like France follow more sensible policies which only put those in prison who need to be there like murderes and rapists.

Did Mary Koss do research on other stuff? It would be cool if someone had the balls to claim that for example 1 in 4 people had been run over by a steamroller but 73% of them were unaware of it.
