Gaps between Terror Attacks

Theres something that bothers be about the line "The War on Terror is being effective, we havn't had an attack in 3 years" this bothers me, because the last attack, before 9/11 on american soil was the 92 bombing of the World Trade Center, this was 9 years prior. It is arguable that the previous strategy of treating terror as a crime was as effective, it certainly appeared so during the 90's. How do we know that Al-Queda isn't simply lying in wait, like the last time. (of course they have consistantly been active in attacking us offshore, but that dosn't realy register on the collective american radar). There is of course the fact that we've captured a great deal of the leadership, but i've heard they are regrouping, and i get the impresion it is a somewhat flexible orginization.
Well it takes time to plan your attack, time to figure out the security measures your dealing with, and time to get past the security measures, and time to lay in wait inside the U.S. waiting to attack.

Offhand I dismiss such claims. Now is no time to get complacent and self-congratulatory just because the enemy hasn't attacked recently. Could be just what they're wanting, no? For us to sit here and go, "well since 9/11 no terrorist attacks on US soil, so we're safe. WE WON!"

(When I say 'your' I don't mean to imply that I am not american, I mean 'your' in the people that promote the idea that we are safe because we haven't been attacked again...)

well just thought i'd put that little concern out there, and encourage people to think about how the "war on terror" is being presented.
however i think i may have to go to sleep sooon
