There is "some" Interest Groups that have great influence over the white house and congress...The election-laws favor the lobby system.
#1 To get elected you need massive amounts of money...and a sympatetic media.
#2 ordinary citizens do not have that kind of money...SomeoneElse must provide that money..
#3 once you are elected...you have to pay it back...one way or another.
#4 elected pres will not propose to change the Lobby-law...it would mean zero money for his party.
