Well, people make the distinction between mental and physical addiction in the case of certain drugs, so why not?

All of the above here... oh incase you didn't actually know, the answer is sort of. Having worked with both the DD/MR and SMI populations as a SW, I've seen somethings that would come pretty close to qualifying.
