It would only work if the kids are smart enough to understand their own mortality. I'm not sure kids get the concept that they can shoot but they can also be shot.

The solution to problem is obvious, create a "Pro Bullying" wristband (make blood red) but only hand them out to geeky looking kids. When the bullies see that bullying is cool - but only to nerds - they will henceforth desist in their bullying antics.
