No. Nations deleted for rule-breaking are not revived.
I suppose whether or not that's rude is a matter of opinion. To me, that was stated in a very matter-of-fact manner. Nations deleted for rulebreaking are not revived*. Hardly grounds for removing a Moderator.
Now, if you want to replace that sticky thread in International Incidents, then that's a different request; sticky management doesn't require national resurrection. You can post a new topic in "Moderation" asking if it's possible to get that sticky removed and a new one put in it's place.
* ...unless the punishment was too harsh for the offense(s) involved, which is not the case here.
