He be from Kingdom Hearts, one of the best games I've ever played; it's made me like Disney again. I even work for a KH: II website, and voice Ansem in a fangame being made by someone else from the same website.

You know, there is a pretty damned good reason for why RPGs tend to have the greatest villains: they're very story based, so the villain is able to be fleshed out a lot more.
Then again, Fae Ran in Outcast was a pretty damned good villian...forgot his real name...

Hmm, I reckon Shodan from System Shock, Walton Simons from Deus Ex, Bowser (naturally), and the most evil of them all, John Romero's head from Doom II. :p

EDIT- Oh, can't forget the Ur-Quan Kohr-Ah from Star Control II as well...creepy. And also the Orz from that game.

Revolver Ocelot from Metal Gear Solid series. He even turns his back on Dead Cell, Liquid Snake and Sergei Gurlukovich.
