Why in the blue hell is he pardoning people who served their sentences years if not decades ago? Why bother?!?

Yeah, but Clinton didn't beat around the bush. Mark Rich served time.
These four guys all got probation. The purpose of these pardons is so they don't have to list felonies on their resumes.
I wonder how much it cost them? ;)
That would depend on the individual cases. I have not researched the issue, however I would assume that the cases may have been shakey in its production, and now that the punishments have been served (or have they?), the President wishes to absolve them of the crime as to allow a successful future.
A lot of Pardons happen after the punishment is completed. This way the crime has been paid for, but the person who completed the punishment (and most likely the crime) will not have to suffer the record of it.
That'd be my guess.

vanzetti was totally innocent. sacco was probably involved somehow though.

All those ("suppoosedly") paid pardons but not pardoning Peltier was the icing on the cake of a bad presidency.
