That's a daft list... half of the people/characters on it only meet half the requirements, there's no Steerpike, no Vetinari, no Artemis Fowl, no Myrth...
Personally, if I were trying to be an evil genius, I'd take my lack of being featured on that list as a good thing. It seems mainly to be full of bumbling fools.

Well, Vetinari's not overtly evil... but I maintain that anyone who can cause the amount of terror he does using only sarcasm or (gasp) irony, has to be evil to some degree.
