I strongly agree that some sort of mental fitness test should be required as often as a physical examination for the President.
As to the question of Bush's IQ, he may be the lowest of our presidents do date, but there is no hard evidence to support that claim. An organization was created to examine writings of our former presidents to determine approximate IQs, but the organization never actually did any research. In effect, the organization doesn't exist, they just have a letter head and the results of their study which never took place were published in their name. The chain e-mail and the frequent forum posts linking to the site with the supposed results of the IQ research are all spawned by the same people who falsified the data in the first place.
In short, while Bush shows no real signs of being of superior intelligence, there is no reason to believe that his IQ is 91 as is suggested by the fake report. On the other hand, there is reason to believe that Clinton was one of the smartest presidents we've ever had, even if he did some really stupid things.

I still haven't heard any news items on it, or indeed any proof that they actually subject all incoming presidents to IQ tests (although I guess its entirely possible). APPARENTLY the only two presidents that had an IQ below the average american was Bush snr and Bush Jnr. Loaded statement filled with holes I know and honestly I wish I could back it up. If n e one can I'd be most grateful.

It is full of crap. Since Bush attended Yale and Harvard, his IQ should be way above the average American.

Attending prestigious universities doesn't increase your IQ. It's not even a good to say that a person is likely to have a high IQ because they attended a certain university because many people get into schools like Harvard based almost entirely on their legacy and on donations from their parents, W. Bush included.

The Flynn effect should really be measured by percentage change, not by an absolute point change, because if we take the "3 points per decade" trend and follow it back 100 years the average person becomes certifiably retarded, which just doesn't make any sense.
Of course, even if we say it's a 3% change per decade going back 100 years the average IQ is only aroudn 75, which is still too low, and it gets worse if you go further back in time. For instance, there is no way people 200 years ago had an average IQ of 55. So there has to have been a change in the rate somewhere in there, which means that we can't really say that much about the IQ of past presidents based on this trend. Also, because of the way presidents are chosen now and the ways it differs from the way they were chosen 150 years ago there is a good reason to believe they may have been much smarter then than now.

That video was certainly striking, but the problem is, the way it's presented makes it seem too close to a propaganda piece. Take his best debate from 10 years ago, and his worst one from present day and compare them side by side. It does seem very striking and worrisome, but I would hesitate to trust it completely.
And again in defense of Bush (who would have ever imagined I defend him twice in one post!?), that whole IQ thing is completely inaccurate. Similar to the state-by-state IQ rankings and who they voted for. Also totally false.
Now don't get me wrong, I am in no way, shape or form a Bush supporter, but please don't rely on false or questionable information for your sources.

Going to college does and he got a C average at Yale. That hardly makes him a moron. And then he went to Harvard. Just because he says a lot of dumb things, does not mean he has a lower than average IQ. I guarantee he is smarter than almost everyone on this forum.
