Actually, it may still end in a scandal. The US maintains that the EU would have to deliberately degrade the resolution of the system in any conflict zone in which the US has an interest, even if the hostilities taking place do not involve the EU in any way. Forcing the EU to take sides effectively. And they have left open the option of shooting the satellites down. My opinion is that the EU should continue to market the system as the private-sector service it is, accepting no responsibility for its use, and not be pushed into taking a side in distant conflicts.
